About Balai APM

Balai APM is the alumni association of the Academy of Political Management. Its name, Filipino for home, reflects its role as a lasting space where graduates from different batches, sectors and regions stay connected after the programme.

FES Philippines established the Academy of Political Management about 15 years ago to strengthen the next generation of progressive political actors in the country. The programme builds skills in political analysis, strategy and organising, grounded in the social democratic values of freedom, justice and solidarity. Each batch concludes the programme by designing a progressive project that responds to a concrete public problem.

Balai APM Association, Inc. is registered with the Securities and Exchange Commission as a non-profit organisation and is led by an elected Board of Trustees. Its members come from government, civil society, academe and advocacy spaces, and share a commitment to democracy, solidarity and justice.

 

What Balai APM does

Balai APM works along four lines:

  • Project incubation for progressive projects. Balai APM provides a permanent organizational home for cohort-designed projects, giving alumni the operational infrastructure necessary to sustain their projects post-APM.
  • A space for cross-sector collaboration. Bringing together leaders from government, civil society, academia, and advocacy to tackle complex public problems by mobilizing diverse professional expertise.
  • Continuous professional development. Through specialized workshops, policy roundtables, and cross-batch exchanges, members maintain rigorous learning loops long after the fellowship concludes.
  • An expert peer network. A trusted advisory space where members consult one another across sectors and cohorts, drawing on collective expertise to navigate high-stakes decisions in their respective fields.

Ultimately, these pillars are about investing in people. Balai APM continues to build a resilient network of progressive leaders equipped to shape a more just and progressive society built on values of freedom, justice, and solidarity.

Progressive projects

Each APM batch designs a progressive project as part of the programme. Several continue beyond graduation, implemented by Balai APM with the support of FES Philippines. The projects below are the latest ones.

Balai APM and FES Philippines

FES Philippines created the Academy of Political Management, and every Balai APM member is a graduate of the programme. The alumni formed Balai APM to continue their work after the Academy, and FES Philippines has partnered with the association since. The two organisations work together on alumni gatherings and progressive projects, with Balai APM setting its own direction through its Board of Trustees. Balai APM also works with universities, schools, local governments, professional associations and community organisations.
